Run the catalog tooling tests and approval consistency checker inside every automated catalog update before committing
manifest.json.Why
GitHub intentionally does not start another workflow from commits pushed with the repository
GITHUB_TOKEN. Validation therefore belongs in the update workflow itself rather than relying only on push CI.Validation
